What are the pathways to apply as a supplier of construction works and services onto the Construction Supplier Register?
There are three application pathways for construction works and services suppliers interested in pre-qualification on the Construction Supplier Register, as a:
- Supplier of low value construction works – i.e., with demonstrated expertise and financial capacity to tender for projects with contract values below $750,000 (inclusive of GST)
- Supplier of construction works – i.e., with demonstrated expertise and financial capacity to tender for projects with contract values $750,000 and above (inclusive of GST)
- Supplier of construction services – i.e., with demonstrated expertise to tender for projects with contract values $300,000 and above (inclusive of GST).
Suppliers are encouraged to read the eligibility criteria relevant to the application pathway being considered before proceeding with a preliminary eligibility check to ensure they can meet pre-qualification requirements.
What is the process and estimated timeframes to apply for pre-qualification onto the Construction Supplier Register?
The Construction Supplier Register has a two-step process for suppliers of construction works and services seeking to apply for pre-qualification:
- Step 1: Eligibility check
- Step 2: Application
Suppliers agree to be bound by and comply with the Construction Supplier Register's mandatory pre-qualification requirements, being the Conditions of pre-qualification, Eligibility Criteria and the Victorian Government Supplier Code of Conduct, as part of the Construction Supplier Register’s pre-qualification process.
During the Step 1: Eligibility check, the Construction Supplier Register team will assess the eligibility check information provided online. The estimated timeframe for the Construction Supplier Register team to assess the eligibility check is three business days from the date of the initial enquiry being submitted.
During the Step 2: Application, suppliers who successfully meet the Construction Supplier Register’s eligibility check will receive an email invitation from the Construction Supplier Register team to commence an application for pre-qualification. This email includes a link to set-up access to the Construction Supplier Register’s information technology platform (the Construction Supplier Register Portal) to complete the application form.
The Construction Supplier Register team will assess the application information provided and request further evidence if required. The estimated timeframe for the Construction Supplier Register team to assess the application is four to eight weeks from the date of the application being submitted online. This timeframe depends on the complexity and completeness of the application.

How are eligibility checks and applications for pre-qualification on the Construction Supplier Register assessed?
The Construction Supplier Register team assesses preliminary eligibility checks and applications for pre-qualification in any of the Construction Supplier Register’s construction works or construction services categories against the eligibility criteria.
The Construction Supplier Register makes the final decision about an entity’s application:
- successful suppliers will be advised by email of the outcome of their application.
- unsuccessful suppliers will be advised by email with an explanation of the reasons for the decision. Unsuccessful suppliers may apply to the Construction Supplier Register (within 28 days) for review of a decision.
