What are the CSR’s pre-qualification categories used for?

The Construction Supplier Register operates using a range of pre-qualification categories that define areas of supplier expertise. These categories reflect the range of skills and disciplines involved in supporting delivery of the Victorian Government’s public construction and infrastructure program.

The Construction Supplier Register’s categories are used by:

  1. construction works and services supplier’s seeking to apply for pre-qualification, to identify and promote their skills and expertise
  2. government departments and state agencies to help undertake selective tendering:
    1. identifying
    2. shortlisting
    3. selecting
    4. directly inviting suppliers to tender for construction projects.

Pre-qualification in one Construction Supplier Register category does not provide pre-qualification in other categories. Suppliers must seek pre-qualification for all the categories of construction works or services they are interested in tendering for. Government departments and state agencies must ensure suppliers are pre-qualified in the category or categories appropriate to the construction works or services being tendered for/under contract.

The Construction Supplier Register regularly reviews its list of pre-qualification categories to ensure they remain fit-for-purpose for government departments and state agencies

Suppliers of construction works are also pre-qualified to undertake works within specific financial project limits. The Construction Supplier Register’s recommended project limit defines the highest project value a supplier may undertake on behalf of the Victorian Government for the pre-qualification category registered.

Project limits are determined according to the supplier’s project experience, performance and an independent assessment of financial capacity.
