Current PADs

The Partnerships Addressing Disadvantage (PADs) initiative has supported the development of five innovative and evidence-based programs being implemented by leading service providers in Victoria. A summary of each PAD is provided below.

Journey to Social Inclusion social impact investment (J2SI SII)

Delivered by Sacred Heart Mission, Journey to Social Inclusion provides intensive case management, supplemented by rapid access to stable housing, for clients who are chronically homeless.

The J2SI SII commenced delivering services on 1 August 2018.

COMPASS social impact bond (COMPASS)

Delivered by Anglicare Victoria and VincentCare, COMPASS is a preventative program that provides young people transitioning from out of home care to independent living with two years of access to housing, a key worker to navigate the system, an education specialist, and specialist support services.

COMPASS commenced delivering services on 22 October 2018.

Living Learning

Delivered by Melbourne City Mission, Living Learning provides three years of education and wraparound mental health support for young people aged 15 to 21 living with a mental health condition who are disengaged from traditional education, employment and training.

Living Learning commenced delivering services in January 2021.

Side by Side

Delivered by Berry Street and the Victorian Aboriginal Child Care Agency, Side by Side provides student and family support for primary school students, including Aboriginal and Torres Strait Islander students, as well as training for schools to improve school culture and inclusiveness.

Side by Side commenced delivering services in January 2021.

Arc

Delivered by Vacro and Social Ventures Australia, Arc provides people leaving prison who are at risk of homelessness, with pre-release and post-release support for up to two years, along with access to housing.

Arc commenced delivering services in April 2024.
