2024 DTF Information Request for General Government Sector
The purpose of this information request is to set out all routine financial data and information that the Department of Treasury and Finance (DTF) requires from departments and other general government entities throughout 2024. This routine data is required for DTF to either execute its statutory responsibilities under the Financial Management Act 1994, or to acquit its role advising the Treasurer and Assistant Treasurer.
The document is organised by functional areas: Budget management, financial reporting, and planning and other requirements.

2024-25 Budget: Budget Paper 4 - State Capital Program
Cashflows required for all projects extending to 2034-35
- Cashflows by year are required for all projects: new, existing and completed. This includes all department projects as well as projects reported under entities such as Homes Victoria, Ports Victoria, VicTrack, Development Victoria, Alpine Resorts and sporting trusts.
- For new and existing projects which extend beyond the forward estimates, cashflows must be provided until 2034-35 (inclusive) to assist with GII forecasting.
- Most projects will be finalised before 2034-35. For these projects, agencies should enter ‘nil’ values for any years post project completion.
- Post forward estimates (2028-29 and beyond), agencies may only possess indicative cashflows by year for projects. In such cases, entering indicative cash flows for each year is acceptable.
Continued emphasis on project footnotes
- The information requirements request that departments place greater emphasis on providing accurate, complete, and well-structured footnotes. This is consistent with recommendations by the Victorian Auditor General on major project performance reporting.
- Departments and agencies should comply with all BP4 footnote checklist requirements when submitting project information.
